The President of Brazil, Luiz Inácio Lula da Silva, signed into law the guidelines for the appreciation of public school teachers after five years of deliberation in the National Congress. The law, known as Law 14.817, was published in the Official Gazette on Wednesday, and it guarantees a career plan, ongoing training, and a 40-hour work week.
The scope of the law extends beyond teachers to include other professionals who meet the qualifications required by law, such as school directors, administrators, supervisors, and other professionals essential to the pedagogical support. The guidelines establish requirements for structuring the careers of these professionals, stipulating that entry will be allowed only through competitive exams. Criteria for progression include ongoing professional development, performance evaluations, and professional experience, as well as attendance.
The legislation not only ensures an attractive minimum salary but also provides for career progression that motivates professional development. It also takes into consideration the specific characteristics of each school system and issues related to additional responsibilities and exclusive dedication when granting bonuses and additional pay.
A 40-hour work week was also guaranteed, including time for study, planning, and evaluation. Other conditions specified in the law include appropriate student-to-teacher ratios, as well as a guarantee of a safe and healthy physical environment.
